The Meeting order Mr Clark also to erect, a timber shed, at the head of the dock, to join Mr J. M. McKechnays, for the purpose of lodging therein the fire engine with a slate roof. Adjourn to 28th instant.

The meeting appoint Messrs Knox, Barr and Aiken a Committee to oversee and direct the erecting of the shed for the engine.

John Anderson & Son who have hitherto had the appointment of talking care of, keeping in order, and conducting the fire engines, having signified by letter their declining that charge, the meeting devolves this duty over in the meantime, upon Mr. Frazer whose desires to apply to Mr Anderson for and take custody of the key where the engines are lodged.

Copy Report of Committee on Fire Engines 29 October 1831

 

Messrs J Anderson Jnr, Robert Laird and Robert Gillespie having met, this day, as a Committee of the Trustees of the Town, for the purpose of inspecting the Fire Engines, and report thereon, proceeded to the Engine house with D Ritchie, under whose care the Engines has been for these same years. Finds the two large engines No.1 and No.2 there, and in good order. They afterwards proceeded to Mr Ritchie's shop where they found the small engine, also in good repair, having been there to be cleaned and put in order. They found also eight lengths or pieces of hose, exclusive of that belonging to the small engine, the whole of which had been brought there to undergo an operation with oil, in order to keep them soft and pliable. Four of these hoses having no Screws attached to them, never have been used nor can be of any service until they are so furnished. They were made some years ago, but the then Town Treasurer having no authority to order or to fix on the kind of Screws or Joints, and it being a matter of consequence what plan to adopt, he did not chose to take it upon himself to determine. The Screws or Joints, or fastenings, at the head of the two large engines being different, as also those of their respective hoses, causes great detention in getting these engines ready for work, makes it desirable and necessary to have them all of the same form and thread. The committee will take the earliest opportunity of ascertaining the best form for these Screws and Report accordingly.

The Council considering that the Fire Engines were in an efficient condition at present with the exception of the hose which is in a very bad and insufficient state, the Council instruct the Treasurer to enquire whether the new substance now in use by the Gourock Ropework Company to their Fire Engine is of preferable quality and cheaper than the hose hitherto used, and if so they authorise him to procure a sufficient quantity for the two engines as early as possible. And the Committee further instruct the Clerk to make another application to the Agents of the several fire offices here to endeavour to get them to contribute a small sum towards the expense of the above hose.

The Council appoint John McLaggan to take charge of, and superintend the Fire Engines belonging to the Town during the pleasure of the Council, with an annual salary of Five Pounds.

Town Council of Port Glasgow nominated Local Authority for whole Parish. Approved 24/12/1857.

The Meeting considering that the Dry Dock is presently useless, they agree to reduce John McLaggans' Salary for the current year from £5 to £2. They also agree to discontinue his Salary of £2 for Superintending the Fire Engines, and remit to the two Bailies to make an arrangement with some practical person for their superintendence.

The Bailies reported that they had appointed Mr McCammond to take charge of the Fire Engines in the place of John McLaggan, at the same salary.

20/1/1862

A Letter from Mr Gray, Town Clerk of Greenock relative to the Greenock Fire Engines assisting at fires at Port Glasgow was laid before the Meeting and appointed to lie on the Table, and in the meantime the clerk was instructed to communicate the same to the Agents of the different Insurance Companies in Port Glasgow and to report.

On the 10th January the Town Steeple and Town Buildings were struck by Lightning and much damage was done. A claim was made on the Sun Fire Office Port Glasgow. £597 15s 11d.

4/9/1866

The meeting instruct Mr Gate to procure such Fire Plugs and Castings as are required and to place them in such positions as are necessary.

A Report on the state of the Fire Engines was read when the Meeting instruct the Water Committee to get the Old Engines repaired as per Mr Hunter's report at the cost of say £30 and to provide a suitable quantity of hose.

The motion was seconded by Bailie Buchanan. Councillor Fyfe moved as an amendment that the motion be delayed until a Report is submitted by the Sub-Committee on the question of introducing Electric Light........ (Summary The Burgh Surveyor said he had too much other work to do this and it was moved the Cleansing Committee appoint an Architect for the job. The Council next had under consideration the minute of the meeting of the Water Committee held on 3rd inst. recommending the appointment of Mr William Lambie as Firemaster. Bailie Crighton moved the adoption of the recommendation which was seconded by the Provost. Bailie Fyfe moved as an amendment that the appointment be delayed in the meantime and that one of the present staff be asked to take charge until the appointment is made, which was seconded by Councillor Houston. The votes having been taken four for the motion and four for the amendment, the Provost gave his casting vote for the motion which was declared carried and the Council resolved accordingly.

Law and Finance Committee

The Treasurer reported that a Fire had occurred on Saturday last in a portion of the Bay Warehouses, tenanted by Daniel Quinn, and that he had made a claim on the Alliance Assurance Company for payment of the amount insured, being Twenty pounds.

A report was also read from Mr James Lambie, Firemaster, in regard to this fire, stating that the cost of the services of the Brigade and assistance at the fire was £4 10s 6d, and reporting that very unfortunately a man named Patrick Duffy was burned to death, he having been lying asleep in the back premises, and that in the excitement he had been forgotten by Mrs Quinn until it was later, and that by the time the Brigade arrived the fire was through the roof. Mr Chalmers was instructed to get the details of the charge of £4 10s 6d and submit them to next meeting of Committee.

Report by the Sub-Committee as to the Fire Brigade Service in Port Glasgow

 

The Members of the Sub-Committee, Bailie Leitch and Councillor Houston, visited the Fire Stations at Paisley and Greenock, and made an inspection of the appliances in use there.

Negotiations were also opened up with the Greenock Police Board on the question of arranging for the services of the Greenock Fire Brigade at fires in Port Glasgow, and the Committee had an interview with a Sub-Committee of the Greenock Police Board on the subject and the terms for such a service. After discussion it was stated that the Greenock Police Board could not station any of their appliances at Port Glasgow, but they would favourably consider an offer for the services of their Brigade on the following terms:- (1) That the Commissioners should pay the usual charges for the attendance of the Brigade at fires, with an addition of fifty per cent; and (2) that the Commissioners will free the Greenock Police Board of all claims under the Workman's Compensation Act or otherwise for any accident that may happen to the Members of the Brigade while away from their Station attending a fire in Port-Glasgow.

The Brigade when called to a fire in Port Glasgow will consist of the Superintendent, seven men, and a driver. The Superintendent states that they can be in attendance within fifteen minutes from the call. It is estimated that a fire in Greenock of one hour's duration will cost £3, so that with the addition of fifty per cent. the charge to the Commissioners will be £4 10s. for one hour.

In regard to freeing the Greenock Police Board of claims for accidents to the Brigade enquiries have been made at several Insurance Companies for a rate for covering such a risk. The Norwich and London Accident Insurance Association are prepared to take such a risk at 14s per cent. It is estimated that the wages paid for the nine members of the Brigade will amount to £400, so that at the above rate the annual cost of insuring against such claims will be £2 16s.

 

To equip the Local Brigade the Committee consider the following apparatus is required :-

It is estimated that the annual cost of keeping up the local Brigade will be as follows :-

There were seven fires last year, and taking this number it will make an average cost of £9 12s per fire.

To enter into the proposed arrangement with the Greenock Police Board it is estimated the cost will be as follows :-Taking seven as the number of fires, and say each fire is of two hours' duration, this at £4 10 per hour

During the past three years there have been nineteen fires, and the amount of wages paid was £145, or an average cost of £7 12s per fire.

The Sub-Committee have therefore to make the following recommendations :-

(1)           The present arrangements with the members of the local Fire Brigade should be discontinued.

(2)           An offer should be made to the Greenock Police Board for the services of their Brigade at all fires in the Burgh on the terms suggested by them, but with this exception, that they should be asked to accept a Policy with an Insurance Company covering wages to the extent of £400, the premium being paid by the Commissioners.

The Sub-Committee take this opportunity of acknowledging the kind hospitality which was extended to them by the Town Council of Paisley when they visited the Fire Brigade Station there.

A Report by the Firemaster on a fire (chimney fire) which occurred at the Post Office Buildings on 20th ulto. was read, the expenses of extinguishing being 7s 6d, which the Treasurer stated had been paid by the Postmaster.

The Committee again had under consideration the report by the Sub-Committee on the services of the Fire Brigade, when they approved of the recommendation that an offer should be made to the Greenock Police Board for the services of their Brigade at fires in Port Glasgow on the following terms:- (1) That the Commissioners will pay the usual charges for the attendance of the Brigade at fires, with an addition of 50 per cent.; (2) That the Police Board be asked to accept a Policy with an Insurance Company against all claims for accidents that may happen to members of the Brigade while away from their station attending a fire in Port Glasgow, this policy to cover wages to the extent of £400, which is the estimated annual wages paid for nine members of their Brigade and the premium being paid by the Commissioners; and (3) That the call for the Brigade be made from the Police Office. Bailie Niven dissented from this arrangement. It was further agreed that it be remitted back to the Sub-Committee to report as to forming a local Brigade from the officials and as to the apparatus which they would suggest should be provided.

The Committee next had under consideration the offers for the Fire Brigade Apparatus, and it was agreed to recommend the Commissioners to accept the following :-

1. David M'Geoch & Son, Paisley, for a one horse hose and implement cart, suitable for carrying 1,500 feet of canvas hose, filled with tool boxes, four ladders and lamps, and seated for three firemen and driver; the cart to be constructed with oak frames, birch and mahogany panels, and lancewood shafts at a cost of £30.

2. M'Gregor & Co., Dundee, for 8 50 feet lengths, and 4 100 feet lengths of Rob Roy brand extra quality 2 1/2" hose, burnettized and fitted with couplings, £34 7s 4d.

Two spreading nozzles and branch pipe, one stand pipe, 18 coupling keys, pair of hand lamps, 9 waistbelts, and two helmets, £13 19s.

3. James Lang, Joiner, and A. Paton, Painter, for repairing and painting hand barrow, £2 9s 6d.

4. J. Purdon & Sons, Tailors, for nine Blue Pilot Cloth Jackets, lined with waterproof tweed, similar to those at present worm by the Brigade, @ 30s, £13 10s.

The total cost of equipping the Brigade as above being £94 5s 10d.

It was also agreed that the hose cart should be built under Councillor Houston's superintendence.

The Treasurer reported that he had forwarded to the Insurance Company with which the Commissioners are insured against claims by the members of the Fire Brigade for accident, the particulars of the accident to Mr Joseph Lambie, and that the Company had replied that as the particular occupation in which Mr Lambie was engaged is not brought within the scope of the Workman's Compensation Act, there is no liability on the part of the Commissioners to make him any payment. It was agreed to ask the Law and Finance Committee to take into consideration the question of insuring the members of the Fire Brigade, so as to give them some compensation in the event of injury.

A letter was read from the Town Clerk, Greenock, enquiring if the Town Council have come to a decision on the subject of terms on which the services of the Greenock Fire Brigade would be available for extinguishing fires in Port Glasgow, or if the negotiations may now be considered to be at an end. The Town Clerk was instructed to reply that the Committee consider the terms proposed by the Greenock Police Board to be too onerous, and that the Commissioners are equipping the local Brigade.

The Committee had under consideration the question of insuring the members of the Fire Brigade, in order that they may have some compensation in the event of an accident occurring to them while attending a fire. The Treasurer submitted proposals from two Insurance Companies, and, after consideration, it was agreed to take out a Policy, with the Manchester Assurance Company, which will cover the members of the Brigade against all risk of accident while at a fire, or drill, or proceeding to or from a fire, or drill, at an annual premium of 9s 6d per man. The motion having been amended, he moved that the Council remit to the Clensing Committee to consider and report as to providing Stables for the Clensing Department, Sheds for the Fever Van and Fire Brigade Wagon and apparatus, a Mortuary, and a room for post-mortem examinations, all on the same site as the Destructor Buildings. The motion was seconded by Bailie Buchanan. Councillor Fyfe moved as an amendment that the motion be delayed until a report is submitted by the Sub-Committee on the question of introducing electric light, which was seconded by Councillor Greer. The question of the preparation of the plans for the proposed new Stables, etc., was next considered. The Burgh Surveyor was in attendance, and stated his inability to undertake such work on account of the large amount of other work on hand. Bailie Houston moved that it be remitted to the Clensing Committee to appoint an Architect to prepare the plans to enable the Committee to report in terms of their former remit, which was seconded by Councillor Kerr. Councillor Fyfe moved that no Architect be appointed in the meantime, which was seconded by Councillor Niven. The votes having been taken, Bailie Houston, Bailie Jamieson, Councillor Kerr and Councillor Greer voted for the motion and the Provost, Councillor Fyfe and Councillor Niven voted for the amendment. There being a majority of votes for the motion it was declared carried. During the discussion, and before the votes were taken, Bailie Buchanan left the meeting.

An estimate of the cost of the new Stables, etc., proposed to be erected at the Destructor site, prepared by Messrs. Stewart, Tough and Alexander, was submitted, showing the cost to be £820 - 3s. The plan was also submitted, and a letter was read from the Medical Officer objecting to the proposed mortuary on the grounds of inefficiency, and suggesting an alteration in the arrangement of the building. After consideration, it was decided to have the Plan amended by showing a separate apartment to be used as a mortuary at the west side of the main building and re-dividing the other apartments, and to submit this amended plan to the Council with a recommendation to approve the scheme.

A list of the Members of the present Brigade, along with three applications for the appointment as Firemaster, were submitted. After consideration it was decided to have an interview with a member of the Greenock Brigade, one of the applicants, on Thursday first at 12-15 afternoon.

The Committee had an interview with Mr John Smith in connection with his application for the appointment as Firemaster. It was decided that to enable the Committee to have time to consider the whole question of re-organising the Fire Brigade, the Council should be asked to make a temporary appointment of Firemaster for six months, and it was decided to recommend Mr Smith for this appointment on the same terms otherwise as the late Firemaster. It was further decided that Mr smith, if appointed, should report as to the number of men required for the Brigade, with a list of the men proposed to be appointed, and also as to the condition of the whole appliances.

The Committee agreed to consider at another meeting the question of the accommodation required at the proposed new Station.

Water Committee

The following list of members of the Fire Brigade, proposed by the Firemaster, was submitted, viz., Patrick Coyle, plumber; William Lambie, smith; Donald M'Innes, rigger; John Carswell, holder-on; James Gaity, caulker; Alexander M'Govern, rigger; Francis O'Neill, labourer; and John Tucker, joiner - the first five being presently members of the Brigade. It was decided to approve thereof.

A list of the material presently in the Station was also submitted, along with a list of the material required. It was remitted to the Convener and Firemaster to arrange for getting this material. On the motion of the Convener, it was decided to recommend the Council to provide new tunics and trousers for the members of the Brigade, and instructions were given for obtaining offers thereof.

It was decided to allow the Firemaster £1 to clean out the Fire Station.

The Committee next, in terms of their remit in connection with the re-organising of the Fire Brigade, had under consideration the plan of the proposed building adjoining the Destructor, which shows an apartment is required for use in connection with the working of the Brigade, decided to recommend the Council to make provision in said building for such an apartment.

Four sealed offers for the supply of Uniform for the Fire Brigade were submitted and opened. It was remitted to Councillor Steele and the Superintendent to examine the patterns lodged with the offers, and to report to the Town Council the offer recommended for acceptance.

The Committee next took up the question of fixing the site for the new Stables, &c., along with the recommendation of the Water Committee as contained in their Minute of Meeting held on 27th ulto., in regard to the accommodation for the Fire Brigade. Bailie Houston moved that the building be erected according to the plan already approved by this Committee, and on the site for which the plan had been drawn. Councillor Fyfe moved as an amendment that the Committee delay fixing the site, and that their resolution of 11th October last, approving of the plan, be rescinded. after some discussion the votes were taken, when Bailie Houston voted for the motion, and the other members voted for the amendment, which was declared carried-Bailie dissenting.

Councillor Fyfe thereafter moved that the recommendation of the Water Committee be approved and that it be remitted to a Committee to re-arrange the plan of the building and report. This was agreed to-Bailie Houston dissenting. Water Committee

The Committee had an interview with the Firemaster in regard to the operations of the Fire Brigade at a fire in Ardgowan Street on 24th December last, and he explained that at 10-20 p.m. he received a message from one of the Police Sergeants that there was a rumour of fire in Ardgowan Street, but that he had better go down and make enquiries; that he proceeded  at once to do so, and having ascertained there was a fire he immediately proceeded to the Fire Station, had the Brigade turned out and a horse hired for the Machine, but before the Brigade were able to reach the scene of the fire it was 10-45 p.m. when it was found that hose belonging to Messrs. Russell & Co., was being used. He was instructed that in future on getting an alarm of fire, he is to use his own discretion as to at once calling out the Brigade and taking apparatus to the scene of the reported fire.

A claim was submitted from Russell & Co., for £2 - 10s as the cost of one length of canvas hose destroyed at this fire, and 5/- for cleaning the hose used. The Town Clerk reported that as this hose had been destroyed through being run over by a Tram Car the claim had been intimated to the Tramway Company, and that they had agreed to pay the cost of the new hose. It was agreed to pay for the cleaning of the hose.

The Firemaster reported that the two wheeled machine is unfit to hold the members of the Brigade and the apparatus required and he suggests that a four wheeled machine to be drawn by two horses be provided. It was agreed to report this to the Council for their instructions.

He also reported that 500 feet of canvas hose are required to replace damaged and worn out hose, the estimated cost being about £18, and also that an extra pair of trousers should be supplied to each member of the Brigade. It was decided to recommend the Council to provide same.

The Council next had under consideration the minute of meeting of the Water Committee held on 3rd inst., recommending the appointment of Mr William Lambie as Firemaster. Bailie Crighton moved the adoption of the recommendation which was seconded by the Provost. Bailie Fyfe moved as an amendment that the appointment be delayed in the meqntime and that one of the present staff be asked to take charge until the appointment is made. which was seconded by Councillor Houston. The votes having been taken, the provost, Bailies Crighton, Steele and Councillor M'Laughlan (4), voted for the motion, and Bailie Fyfe, Councillors Houston, Mackie and Patterson (4), voted for the amendment. There being an equality of votes, the Provost gave his casting vote for the motion which was declared carried, and the Council resolved accordingly.

The Committee met the following applicants for the appointment as Firemaster, viz:- William Lambie, Port Glasgow; John Drysdale, Greenock; and James M'Hugh, Greenock. After hearing these applicants as to their experience, the Committee considered the whole question, when Bailie Fyfe moved that the appointment be delayed with the view of considering as to appointing a tradesman to assist in the Water Inspector and Burgh surveyor's department. Bailie Crighton moved as an amendment that the Committee recommend the appointment of William Lambie as Firemaster - the terms of the appointment being that he holds office during the pleasure of the Council - the engagement being terminable on one month's notice, and the salary being at the rate of £12 per annum, with an allowance for attendance at fires of 7s 6d for the first hour and 2s 3d per hour afterwards. The votes having been taken, Bailie Fyfe voted for the motion, and the Provost, Bailie Crighton, and Bailie Steele, voted for the amendment. There being a majority of votes for the amendment, it was declared carried.

Report as to proposed arrangement for obtaining the services of the

Greenock Fire Brigade at large fires in Port-Glasgow.

 

The Law and Finance Committee of the Town Council at their meeting on 28th January last had before them a letter from Messrs William Hamilton & Co., Ltd., Shipbuilders, on the question of obtaining the services of the Greenock Fire Brigade at large fires in Port Glasgow, and it was remitted to the Provost and Town Clerk to interview the Provost and Town Clerk of Greenock to ascertain if an arrangement can be made whereby the services of the Brigade will be available to any person undertaking to pay the charges, this Council take out an Insurance Policy covering members of the Brigade for accidents happening while they are away from their Station attending a fire in Port Glasgow. At the meeting of the Committee on 11th February it was reported that the Provost and Town Clerk had had an interview with the representatives of the Greenock Corporation on the question, and that it had been stated that the Corporation would likely agree to such an agreement on the following conditions: (1) The Town Council of this Burgh to pay the usual charges for the attendance of the Fire Brigade with an addition of 50 per cent., leaving the Town Council to recover these charges from the Firms requiring the services of the Brigade; and (2) that an Insurance Policy be taken out by the Town Council covering the Greenock Corporation against all claims under the Workmen’s Compensation Acts for accidents happening to the members of the Brigade from the time the alarm is received at the Fire Station and until the Brigade return and all their appliances are housed in the Station. The remit to the Provost and Town Clerk was continued in order that they might ascertain the cost of such a Policy, and if the various Firms desiring the services of the Brigade will agree to the arrangement.

It has been ascertained that the Norwich & London Accident Insurance Association are prepared to issue a Policy in these terms, covering 10 members of the Greenock Fire Brigade, which is the number specified by the Fire Master as likely to be sent to Port Glasgow. The premium will be calculated on the actual amount of remuneration paid for their services by Port Glasgow Town Council at the rate of £3 per annum per £100, with a minimum premium of £3.

The terms of the proposed arrangement with Greenock Corporation were reported to Messrs William Hamilton & Co., Ltd., who have since communicated with all the Shipbuilders and Mill owners in town. Undertakings addressed to the Town Council have been received from the Clyde Shipbuilding & Engineering Co., Ltd., Ferguson Bros., Robert Duncan & Co., Ltd., William Hamilton & Co., Ltd., Russell. & Co., The Gourock Ropework Co., Ltd., and The Port Glasgow & Newark Sailcloth Co., in the following terms: " In the event of your arranging with the Corporation of Greenock for the services of their Fire Brigade being available to us at any large fire occurring at our premises, we hereby undertake to repay you all sums charged for the services of the said Brigade at our premises. It is understood that the calls for the Brigade will be made direct from our Works.” The only Firms who have not replied are A. Rodger & Co., and Murdoch & Murray. The Greenock Brigade charges, inclusive of 50 per cent., are: £8 7s 6d for the first hour, £4 1s 9d for the second, and £3 3s 9d for every hour thereafter. In the event of the new steam Fire Engine being required, special terms will have to be arranged for its use.

The Town Council are now in the position of agreeing to the proposed terms, and if agreed to, intimation should be made to the Greenock Corporation so that they may come to a decision on the subject

APPENDICES

DRAFT AGREEMENT between the Provost, Magistrates and Councillors of the Burgh of Greenock (hereinafter called the First Party on the first part), and the Provost Magistrates and Councillors of the Burgh of Port-Glasgow (hereinafter called the Second Party on the Second Part), Witnesseth.

That whereas the First Party, in virtue of the provisions of the Greenock Police Act, 1877, have established a Fire Brigade, with fire engines, hose and other appliances for use in case of fire, and have provided horses for conveying the said fire engines with convenient speed to the locality of the premises in which an outbreak of fire has occurred. And whereas application has been made to the Second Party by the following firms whose premises are situated within the Burgh of Port-Glasgow, namely :—The Clyde Shipbuilding and Engineering Company Limited; Ferguson Brothers; Robert Duncan & Company Limited; William Hamilton & Company Limited; Russell & Company; The Gourock Ropework Company Limited, and the Port Glasgow and Newark Sailcloth Company, with a view of obtaining the services of the Greenock Fire Brigade at fires on their Premises, and the said firms have individually guaranteed the Second Party to repay them any expenses which they may incur in connection with the services of the said Fire Brigade, at their respective premises and at the rates set forth in Clause two hereof. And whereas the First Party is empowered by said Act to send such Brigade beyond the boundaries of the Burgh of Greenock for the purpose of extinguishing fires in the neighbourhood of the said Burgh, upon being repaid the actual expenses which they may incur thereby, with a reasonable charge for the use of such engines and their appurtenances, and for the attendance of firemen. THEREFORE, the parties have agreed, and do hereby agree, as follows :—

FIRST. The services of the Greenock Fire Brigade shall, if said Brigade is free and disengaged at the time, be available, in the event of a fire breaking out in the premises of any of the said firms, or of any other firm or person in Port Glasgow giving to the said Second Party a guarantee for repayment of such expenses as may be incurred, to proceed to Port Glasgow to extinguish such fires, on a call being given direct from the works of the firm or person so desiring the services of the said Brigade. Should a fire occur in Greenock while the Brigade is attending a fire at Port Glasgow, the Greenock Fire Brigade shall, if the Firemaster thereof so decide, arrange to leave the Port Glasgow fire and proceed forthwith to Greenock.

SECOND. The Second Party shall pay to the First Party for each occasion on which the services of the said Fire Brigade shall be required as aforesaid, for the first hour, £8 7s 6d; for the second hour, £4 1s 9d; and for every hour thereafter, the sum of £3 3s 9d, for the use of engines and their appurtenances, and the attendance of the Firemen. The Second Party shall be at liberty to recover any sums so paid from the firm or person getting the services of the Brigade.

THIRD. The Second Party shall take out a Policy of Assurance with the Norwich and London Accident Insurance Association, or other Assurance Company, to be approved of by the First Party, for the purpose of securing the said First Party against all claims under the Workmen’s Compensation Acts for accidents occurring to ten members of the said Fire Brigade, in connection with attending fires at Port Glasgow, under the foregoing arrangement, and that from the time the alarm is received at the Greenock Fire Station until the Brigade returns thereto form Port-Glasgow, and has all the appliances housed in the Fire Station, and the Second Party shall pay all premiums of Assurance due under said Policy. Providing always that if the Brigade is called away from a fire in Port-Glasgow to attend a fire in Greenock, the Second Party’s liability for such claims shall cease on the Brigade crossing the boundary between the Burghs, in proceeding to Greenock.

FOURTH. This Agreement shall be terminable by either Party, on six months notice being given by the Party so desirous to terminate same to the other Party hereto.   IN WITNESS WHEREOF,

1)     When intimation is received at the Police Office of a fire at the premises of any person or firm entitled to the services of the Greenock Brigade, inquiry shall be made if this Brigade has been called.

2)     If the Greenock Brigade has been called, and attends any fire on such premises, then the local Brigade shall not attend such a fire unless in the following circumstances (1)if specially required to do so by reason of the fire assuming such large proportions as require the assistance of the local Brigade (2) through the Greenock Brigade having to leave the fire to attend a fire in Greenock, or (3) if required to attend for the protection of the properties adjoining the premises on fire.

3)     If the local Brigade are engaged at a fire and the Greenock Brigade are subsequently called thereto, the Senior Officer of the Greenock Brigade in attendance shall have the sole charge and control of the operations for the extinction of the fire, and the local Brigade shall only remain at the fire if specially required to do so by such Senior Officer

It was decided to approve of the regulations.

The Committee considered the communication from the County Council as to obtaining the services of the Fire Brigade in the County districts. It was decided to reply that an agreement has just been completed with the Greenock Corporation for the services of their Brigade in this Burgh, and that the local Brigade is not sufficiently equipped to go beyond the Burgh.

The Convener stated that complaints have been made to him regarding the length of time elapsing after a fire before the accounts for firemen's wages were passed by the Committee and paid. It was decided that in future, the Convener, Treasurer, and Superintendant of Police be authorised to pass the wages account immediately after a fire if satisfied with the amount, the account to be submitted to the Committee afterwards in the usual course.

Special Meeting of Town Council

The Council had under consideration the Minute of the Meeting of Water Committee held tonight regarding the appointment of a Firemaster. After balloting on the four names submitted by the Committee, it was found that Mr William Scott, 25 Ardgowan Street, had an absolute majority of those voting, and he was accordingly appointed Firemaster during the pleasure of the Council, his engagement being terminable on one month's notice and his salary being at the rate of £12 per annum with an allowance for attendance at fires of 7s 6d for the first hour and 2s 3d per hour afterwards.

Appendix 12

 

Report by Convener of Water Committee on Fire Brigade Requirements

At a meeting of the Water Committee held on 2nd April, 1912, it was remitted to me as Convener to inquire into the questions raised by the Firemaster at that meeting, and to report. In order to obtain more information regarding the requirements of the Fire Brigade, I along with the Firemaster visited several stations in other towns, and now beg to make the following recommendations after seeing what was done in the stations visited. I would recommend that a four wheeled hose carriage should be provided, as the two wheeled one now in use is incapable of carrying the men and equipment when a fire breaks out. The Town Clerk has got an offer of one from Mr. Waddell, the Firemaster in Glasgow, for the sum of £20, the offer including with the carriage a ladder stretching 40 feet.

The men's uniforms are now worn out, and I think they should be supplied with new suits, also with light overalls for putting on when cleaning the station, carriages and hose. The last account for complete suits is dated March, 1905, while in September, 1907, the men got new trousers. The price for the whole suits was £18 18s., and for the trousers, £7 17s 6d. The Firemaster states that most of the helmets are unsuitable, and 7 new ones would be required. There are only 1300 feet of hose in the station, and to cope with a fire of any magnitude at least 2000 feet would be needed, seeing that on the roads in the suburbs the fire plugs are at a considerable distance from the houses.

The branch pipes with nozzles used at our station are out of date, and I would recommend that two new ones be purchased with an arrangement for shutting off the water at the nozzles where required, instead of at the stand pipe. It would be an advantage to get two small fire extinguishers with short hose to carry in the hose carriage. About 12 fathoms of 1-inch rope, two or three heaving lines, and a hatchet are also required.

The Firemaster suggests that the east wall of the room used as an office and recreation room be lined with wood about 8 feet high for the purpose of hanging the men's uniforms on, as the wall they now hang on is damp. The rest of the lower part of the wall should be painted and the upper part washed with Hall's Distemper.

With reference to the suggestion in the Firemaster's Report about getting the telephone into the Fire Station and two of the men's houses, I think it would be of little benefit to be put into the station, as the men are only there a short time in the early part of the evening. With regard to putting it into the houses, the expense would be against it.

The Brigade drill is at present very inefficient, and I would recommend that there should be a run out with the hose carriage occasionally to different parts of the town in order to keep the men in practice and to familiarise them with their duties.

The cost of these requirements and to put the Brigade in a fit state would, I estimate, be about £90.
